Add ability to require admin approval on an enrollment before it becomes confirmed.

For some of our programs, we need the ability to keep an enrollment in "pending review" status until an admin reviews and approves the enrollment.

Hey Optimistic Aardvark, thanks for your feedback! I have a few more questions for you:

Can you provide more details on the criteria that an admin should consider when reviewing and approving an enrollment?
What should happen if an enrollment is not approved by an admin? Should it be automatically rejected or moved to a different status?
Would you like to have a notification system in place for admins when a new enrollment is pending review?
