Do Not Allow Enrollment When the Waitlist is Populated

Anytime someone unenrolls from a class, ends up creating available slots in the class as a result, and there are enrollees on the waitlist, the system acts as if the waitlist does not exist. The families on the waitlist should have first right of refusal to those new slots. If the system could enforce that automatically (i.e., not allow public registration to those classes) that would save a lot of time and frustration to families who feel like they got skipped in line.

Thank you for this feedback and for those of you who voted for this. How would you like this to work? Here are my thoughts, but I'm curious to know what your expectations would be:
Class A - Capacity of 12
Waitlist - 5 Enrollees
Someone withdraws from the Class leaving 1 spot available
Step 1: Make a Program or Class private when its capacity is reached, thereby only allowing for internal or waitlist enrollment.
Step 2: Automatically send emails one at a time, 24 hours apart, to each of the 5 Enrollees on the waitlist starting with the first to join the waitlist (perhaps this needs to be a setting to allow for more or less time at the Admin's discretion). Discontinue sending emails as soon as the spot is filled.
Step 3: Once all on the waitlist have received the email and had the desired amount of time to enroll, if nobody has taken the spot, make the Program or Class public again.
All of this would be a setting you would enable and configure somewhere in Enrollsy.
