More flexibility to filter when pulling lists of students (Enrollees Table)

Currently, it is only possible to choose one filter from a limited number of categories and exceptions are not allowed. For example, I need a list of all students who enrolled last year, EXCEPT those who have already enrolled this year, and EXCEPT those who have aged out of the program.

Reports and Enrollees views need NOT logic to get a list of things that don't fit certain criteria. Examples could include a list of kids who haven't been checked in for the day, kids who are in an enrollment period but not in a certain class.
