I recently discovered that class capacities in the same program affect the other class capacities. If there is an overage in one class, it takes spots away from the next available classes. If we are under in one class but at or over capacity in another, then people are allowed to enroll over our set cap. That needs to be fixed immediately. We can't run our programs like that.

Fixed issue where there was space in the class but the program capacity was full and would prevent enrollment. Now the program capacity is only important for simple model programs
